When a JSON-RPC request uses the string form of certain APIs, attacker-controlled parameter text is parsed into values using String#convert_to_value. For this to work, users must have administrator access to the Craft Control Panel, and allowAdminChanges must be enabled, which is against Craft CMS' recommendations for any non-dev environment.
