| Decidim is a participatory democracy framework. Prior to 0.30.9, from 0.31.0 before 0.31.5, and in 0.32.0.rc1 before 0.32.0.rc2, an administrator with landing-page editing privileges can store arbitrary HTML and JavaScript in an HTML content block, which Decidim::ContentBlocks::HtmlCell#html_content renders without sanitization, causing the script to execute in visitors' browsers. This issue is fixed in versions 0.30.9, 0.31.5, and 0.32.0.rc2. |
| Decidim is a participatory democracy framework. Prior to 0.30.9, from 0.31.0 before 0.31.5, and in 0.32.0.rc1 before 0.32.0.rc2, the identity-document verification admin UI embeds verification_attachment blobs through reusable signed Active Storage disk URLs, allowing anyone who obtains a URL to download the scanned document without an authenticated Decidim session until the signature expires. Verification-document images are rendered with variant_url(...), which produces signed /rails/active_storage/disk/... links instead of routing the file through an authorization-checking controller. Because Decidim configures Active Storage service URLs to remain valid for seven days, the URL itself becomes the credential for that period. The affected files are verification_attachment blobs on Decidim::Authorization, and the admin review pages embed those signed URLs directly into the HTML for pending and confirmation views. This issue is fixed in versions 0.30.9, 0.31.5, and 0.32.0.rc2. |

Prior to 0.30.9, from 0.31.0 before 0.31.5, and in 0.32.0.rc1 before 0.32.0.rc2, when VAPID delivery is enabled, the notification subscription flow stores a client-supplied push endpoint without validating that it belongs to an approved push service, and SendPushNotification later passes that endpoint to WebPush.payload_send, allowing an authenticated user to create stored, mostly blind server-side requests to arbitrary reachable HTTPS endpoints. This issue is fixed in versions 0.30.9, 0.31.5, and 0.32.0.rc2. |

| Decidim is a participatory democracy framework. From 0.31.1 before 0.31.5 and in 0.32.0.rc1 before 0.32.0.rc2, a participant can directly load /admin/demographics/questions/edit_questions and reach the demographics questionnaire editor without the required administrator authorization. The demographics questionnaire editor should require admin access, but the route under /admin/demographics/questions renders the editor interface without checking whether the caller is an admin. A normal participant can load the page and see the live update form action, which proves the protected interface is reachable. This issue is fixed in versions 0.31.5 and 0.32.0.rc2. |

| Decidim is a participatory democracy framework. Prior to 0.30.9, from 0.31.0 before 0.31.5, and in 0.32.0.rc1 before 0.32.0.rc2, the normal download_your_data flow requires the requester to be logged in as the export owner, but the resulting Active Storage blob redirect URL can be replayed without authentication by anyone who obtains it. This is because Decidim::DownloadYourDataController#download_file authenticates the export owner but redirects to a signed Active Storage blob URL that is no longer bound to the owner session. This issue is fixed in versions 0.30.9, 0.31.5, and 0.32.0.rc2. |
| Decidim is a participatory democracy framework. Starting in version 0.19.0 and prior to versions 0.30.5 and 0.31.1, a vulnerability allows any registered and authenticated user to accept or reject any amendments. The impact is on any users who have created proposals where the amendments feature is enabled. This also elevates the user accepting the amendment as the author of the original proposal as people amending proposals are provided coauthorship on the coauthorable resources. Versions 0.30.5 and 0.31.1 fix the issue. As a workaround, disable amendment reactions for the amendable component (e.g. proposals). |
| Decidim is a participatory democracy framework. Starting in version 0.0.1 and prior to versions 0.30.5 and 0.31.1, the root level `commentable` field in the API allows access to all commentable resources within the platform, without any permission checks. All Decidim instances are impacted that have not secured the `/api` endpoint. The `/api` endpoint is publicly available with the default configuration. Versions 0.30.5 and 0.31.1 fix the issue. As a workaround, limit the scope to only authenticated users by limiting access to the `/api` endpoint. This would require custom code or installing the 3rd party module `Decidim::Apiauth`. With custom code, the `/api` endpoint can be limited to only authenticated users. The same configuration can be also used without the `allow` statements to disable all traffic to the the `/api` endpoint. When considering a workaround and the seriousness of the vulnerability, please consider the nature of the platform. If the platform is primarily serving public data, this vulnerability is not serious by its nature. If the platform is protecting some resources, e.g. inside private participation spaces, the vulnerability may expose some data to the attacker that is not meant public. For those who have enabled the organization setting "Force users to authenticate before access organization", the scope of this vulnerability is limited to the users who are allowed to log in to the Decidim platform. This setting was introduced in version 0.19.0 and it was applied to the `/api` endpoint in version 0.22.0. |

If an attacker can infer the slug or URL of an unpublished or private resource, and this resource can be embbeded (such as a Participatory Process, an Assembly, a Proposal, a Result, etc), then some data of this resource could be accessed. This vulnerability is fixed in 0.27.6. |

| Decidim is a participatory democracy framework. Starting in version 0.4.rc3 and prior to version 2.0.9 of the `devise_invitable` gem, the invites feature allows users to accept the invitation for an unlimited amount of time through the password reset functionality. This issue creates vulnerable dependencies starting in version 0.0.1.alpha3 and prior to versions 0.26.9, 0.27.5, and 0.28.0 of the `decidim,` `decidim-admin`, and `decidim-system` gems. When using the password reset functionality, the `devise_invitable` gem always accepts the pending invitation if the user has been invited. The only check done is if the user has been invited but the code does not ensure that the pending invitation is still valid as defined by the `invite_for` expiry period. Decidim sets this configuration to `2.weeks` so this configuration should be respected. The bug is in the `devise_invitable` gem and should be fixed there and the dependency should be upgraded in Decidim once the fix becomes available. `devise_invitable` to version `2.0.9` and above fix this issue. Versions 0.26.9, 0.27.5, and 0.28.0 of the `decidim,` `decidim-admin`, and `decidim-system` gems contain this fix. As a workaround, invitations can be cancelled directly from the database. |
| Decidim is a participatory democracy framework. Starting in version 0.10.0 and prior to versions 0.26.9, 0.27.5, and 0.28.0, a race condition in the endorsement of resources (for instance, a proposal) allows a user to make more than once endorsement. To exploit this vulnerability, the request to set an endorsement must be sent several times in parallel. Versions 0.26.9, 0.27.5, and 0.28.0 contain a patch for this issue. As a workaround, disable the Endorsement feature in the components. |
| Decidim is a participatory democracy framework. Starting in version 0.27.0 and prior to versions 0.27.5 and 0.28.0, the dynamic file upload feature is subject to potential cross-site scripting attacks in case the attacker manages to modify the file names of the records being uploaded to the server. This appears in sections where the user controls the file upload dialogs themselves and has the technical knowledge to change the file names through the dynamic upload endpoint. Therefore I believe it would require the attacker to control the whole session of the particular user but in any case, this needs to be fixed. Successful exploit of this vulnerability would require the user to have successfully uploaded a file blob to the server with a malicious file name and then have the possibility to direct the other user to the edit page of the record where the attachment is attached. The users are able to craft the direct upload requests themselves controlling the file name that gets stored to the database. The attacker is able to change the filename e.g. to `<svg onload=alert('XSS')>` if they know how to craft these requests themselves. And then enter the returned blob ID to the form inputs manually by modifying the edit page source. Versions 0.27.5 and 0.28.0 contain a patch for this issue. As a workaround, disable dynamic uploads for the instance, e.g. from proposals. |
| Decidim is a participatory democracy framework. Starting in version 0.23.0 and prior to versions 0.27.5 and 0.28.0, the CSRF authenticity token check is disabled for the questionnaire templates preview. The issue does not imply a serious security thread as you need to have access also to the session cookie in order to see this resource. This URL does not allow modifying the resource but it may allow attackers to gain access to information which was not meant to be public. The issue is fixed in version 0.27.5 and 0.28.0. As a workaround, disable the templates functionality or remove all available templates. |
